Energy Statements

An Energy Statement is a technical document used to demonstrate how a development proposal complies with the energy efficiency requirements set out in Building Regulations Part L and any additional local planning policies. It is a vital part of the planning process for both new builds and major renovations in the United Kingdom.

 

Purpose of an Energy Statement

The primary goal of an Energy Statement is to:

  • Demonstrate compliance with Building Regulations Part L (Conservation of Fuel and Power).

  • Highlight energy efficiency measures that will be incorporated into the development, including heating, lighting, insulation, and renewable energy.

  • Ensure the reduction of CO₂ emissions and overall energy demand of the building(s).

  • Fulfil local authority planning requirements, which may set stricter energy performance standards than those set out in national regulations.

 

When is an Energy Statement Required?

An Energy Statement is typically required for:

  • New residential buildings (e.g., houses, flats, and mixed-use developments).

  • Major renovations and extensions where there is a change in energy demand or where significant work is undertaken.

  • Change of use (e.g., from non-domestic to residential).

  • Developments exceeding a certain size or those that involve complex energy strategies (e.g., district heating systems, large-scale renewable energy).

Local authorities may set more stringent energy performance targets through local development plans and climate change policies, and an Energy Statement is often required to demonstrate compliance.
